Panel at Balıkesir University Raises Awareness on IBAN Misuse Among Youth: Youth in the Grip of Cyber and Financial Crimes
The panel titled “Youth in the Grip of Cyber and Financial Crimes: IBAN Misuse,” organized in collaboration with the Balıkesir Chief Public Prosecutor's Office and Balıkesir University, was held with extensive participation. The program, hosted at the Balıkesir University Atatürk Congress and Culture Center, Şehit Fethi Sekin Conference Hall, was attended by Balıkesir Governor İsmail Ustaoğlu, Balıkesir Chief Public Prosecutor Abdulkadir Akın, and Balıkesir University Rector Prof. Dr. Yücel Oğurlu, along with Vice-Rectors Prof. Dr. Cevdet Avcıkurt, Prof. Dr. Murat Doğdubay, Prof. Dr. Fatih Satıl, representatives of the judiciary, senate members, academics, and students.
The panel commenced with a moment of silence and the national anthem, followed by opening remarks from Governor İsmail Ustaoğlu, Chief Public Prosecutor Abdulkadir Akın, and Rector Prof. Dr. Yücel Oğurlu. The opening speeches emphasized the vital importance of raising awareness among young people and expressed gratitude to those who contributed to this inter-institutional collaboration.

During the event, attention was drawn to the targeting of youth by cybercrime organizations, the exploitation of IBAN accounts for illegal activities, and the increasing methods of financial fraud across digital platforms.
The panel, moderated by Public Prosecutor Ömer Faruk Keser, featured expert evaluations on cyber and financial crimes. During the session:
Metin Çelik, Presiding Judge of the High Criminal Court, shared practical case examples of cyber and financial crimes encountered in high criminal proceedings.
Abdurrahim Uysal, Civil Court of First Instance Judge, highlighted the judicial processes and legal liabilities associated with IBAN misuse.
Public Prosecutor Adem Özkan provided assessments of the risks youth face in judicial investigations and the operational methods of criminal organizations.
Public Prosecutor Uğur Doğan discussed digital evidence and the technical dimensions of investigation processes.
Dr. Kerim Kılıç, Faculty Member of the Department of Criminal Law at Balıkesir University Faculty of Law, explained the impact of cybercrimes on youth from an academic perspective and discussed preventive legal mechanisms.
The panel particularly stressed the severe criminal consequences that could arise from students allowing third parties to use their bank accounts and underlined the necessity of expanding awareness-raising efforts.
The event, which drew significant interest from the students, concluded with a Q&A session followed by the presentation of certificates of appreciation.
